How do we disable cache and set Detect Robots to OFF ?

All this because a site on the greek school server is not working properly. I also have another post on this issue.
Been reading on the greek forum regarding the school server and Cache disable was mentioned.

Adding a picture from within the administrator onto an autonomous page does not work.
