cant see the new pages or any links whatsoever[RESOLVED]

Hello,
I am trying to make my website as administrator in one browser at localhost/elxis/adminis....etc, then I have the site open in another browser so that I can click and view links to see them.................it doesn't work, I just get "page not found"
this happens whether I am clicking an existing link such as "An extensible platform" that you had in there already, or a new linked page that I create. no matter what, NO links work.
can someon please tell me how to make it work?

its enabled:
Global Configuration
configuration.php : Writeable Make unwriteable after saving
...but I didn't pay any attention to it before, I notice now that it says to rename htaccess.txt to .htaccess, and I remember when I set the system up, my computer will not let me rename it .htaccess....it says "must have a filename" . I don't know how to get around that
, also,
I read the htacces file and notice it says to do this:
# You should set: RewriteBase /elxis/
RewriteBase /
...I notice 'RewriteBase / is uncommented, but has no 'elxis/' after it....Should it?
I am sort of new to all this as I don't know code, haven't built any websites in about 8 years, and even then I always used frontpage, so I guess you can say I am new to all the php and css, but I am a fast learner.

my htaccess.txt is in: c/apache/root/elxis/htaccess.txt if that tells you anything...

they work now, I disable seo pro, maybe sometime in the future i can learn what it's for, but for now....build site!!!

We must enable that option at the time we have upload our website on a hosting company!
SEO Pro extension makes our website SEO friendly at search machines f.e google , yahoo etc

ahhhh....ok, thanks for the explanation. I knew it was for 'search engine optimization' and I been using these:
Suggested SEO title | Validate SEO title
when i am attempting to make new pages, but I certainly did not realize that it was only to be enabled at live launch. I seriously appreciate the help and the explanation.

The "must have a filename" error message shows that you're running Windows and IIS.
When on windows, you have to follow a different way to enable SEO Pro functionality (renaming htacces.txt to .htacces works only on linux machines...)
When ready we can help you enable it for Windows (but as long as your local installation is only for building and testing, this may never be a real need).

thanks for the information about linux, that explains why I can't rename it in windows {not running IIS I don't think, though; I am running the latest versions of Apache, MySql, and PhP}, which you are correct that is what i am using.
also, yes, CURRENTLY I just have the local installation for building and testing, I won't go live probably for at least 60 days as my site is going to be extensive and {i haven't built a website in 8 years, I don't know how to code, and I only used to use frontpage8 years ago, now my new goal is to learn more how to use mysql with php and css and xhtml} basically I am starting over trying to learn how to do these things the right way so my websites can compete with the best,} I want it to be as good as i can make it by myself before I go live and open it up. and this first website will be a prototype for several more related site afterwards.
