Has anyone tried to use the {mospagebreak} while using Elxis 2008 Template "OKTO" ?

Why you mention template okto? It is okto's problem or Elxis problem?
I must say again that template okto is a SAMPLE template. As default elxis content does not uses pagebrakes the relative css rules might do not exist in the template's css file, I dont remember. Check it and add them if nessessary.
