No
(It has no meaning)
BUT
in Elxis every user's access is consisted by all the groups that this user has access to, based on ACL (Access Control Lists) tree.
For example a user belonging to the "Registered" group has group id = 18. But his access is: 29,18 (He has access to items for "Public Frontend" AND "Registered". Stronger groups have access to more groups except their owns. So, Elxis handles users like they belong to many groups, not just one... Access system is an advanced system not very easily understandable by the simple users, but if you wish more information you may ask.
