How do you know it?
Look at your own sites, you have aktually 3000 sites in the supplemental index
go at google an search for this site:elxis.org *** -gjfhgh
Then you could tell me why

has a PR 5

has a PR 0

they are all tha same content on diffrent urls
if that doesnt matter how you said, why is this so?
the standard urls must not co-exist
Oh, yes standard URLs co-exist IN ALL mambo/joomla/elxis sites! Test it now!
i know, but youre not mambo nor joomla,
you are elxis and you could make it better

So is there any SEF component that can be used with elxis 2006.4 as cause I tried with Artio JoomSEF 2.2.1 and it wouldnt work.

It is not a matter of making things better or not. Elxis/Mambo/Joomla use a re-write mechanism. Standard urls are the native urls. You can not vanish them! Every application uses a re-write mechanism has 2 valid urls for each url, the standard one and the SEF one. If you don't understand this then we can not speek further. The only thing you can do is to hide these urls. In a new site this is very easy. In an existing site requires to wait some time and do additional SEO tasks in order the search engines to update your links with the SEF links.
No. Additionaly Elxis 2006.4 has some known problems with sef and we don't recommend using sef with it. Wait until Elxis 2008 release.
