Graphic editor

What does everyone use for the website graphics now? I dont want to pay a designer, cause I already have a library of images that just needs to be tailored and trimmed for my needs a bit. What I am looking for is some graphic editor... not photoshop cause that is to costly. Not paint cause you can't do anything with it. Just smth to edit relatively small images. The aqua effect would be good, so I can make bottons as well.
Any suggestions?
