Just simple (stupid) questions really: Do we need one Elxis install per website we want to create?
and
how hard is the process of moving a site created locally using a we-bserver for development purposes on my machine to the proper live web-server?

1 site per database
You can use another database and subdomain to install new one , But Elxis don't recommend to install on subdomain , If you want you can check it by your own risk !!!

so an elxis installation is by one database which mean one site.
if I want multiple sites on my local development server, then I will need to install Elxis for every site I develop.

You can have unlimited elxis sites in one database (each elxis installation with different database tables prefix) BUT we do not recommend it. We recommend to have one database per site.
You can have unlimited number of sites (elxis installations) under one domain. You can use sub-folders or sub-domains.
For live sites we do not recommend installing elxis in a sub-folder although elxis will work fine.
No problem with sub-domains.
Installation in sub-folders (not recommended for online sites):
http://www.mydomain.com/elxis1/
http://www.mydomain.com/elxis2/
Installation in sub-domains (recommended solution for online sites):
http://elxis1.mydomain.com/
http://elxis2.mydomain.com/
Why we dont recommend installing elxis in a sub-folder?
Mostly for issues having to do with messing the installations (especially with SEO PRO enabled and if you also keep an elxis installation in the root folder).
Example
link to component web links for the root site:
http://www.mysite.com/links/
link to front page of the second site (installled in a sub-folder) or link to a section named "elxis1" of the root site? => possible URLs mess up
http://www.mysite.com/elxis1/
(not sure which site was requested)
This has not been reported as a bug, elxis works ok, but we advise you to not use sub-folders. If you want to install elxis once, install it in the root folder else use sub-domains!
