After update to 4.4 my site bans me with General security rules (my static IP)

I've been banned on elxis.org and elxis.net.
After update elxis to 4.4 my site bans me with "G" (General) rules of security. I have static IP. Deleting file defender_ban.php didn't help. For now I just turned off security G-rules.
Who can unban me for elxis.org, elxis.net and from security G-rules? Or how can I fix that?

I unban you from elxis.org but you will be banned again as your host "kyivstar.net" is blacklisted...

Yes, my internet provider is kyivstar.net. Is there possible to unban my host (kyivstar.net)?

Edit the Defender's "general" rules file and remove kyivstar.net.
