If there is a problem I will post it here.

Everything is fine.
I only added the correct "
bg-BG (Bulgarian - Bulgaria)
" in php headers description (you had it only on bg.php).
I just include it in Elxis 4.0.
It will become available in the next Beta release.
Note regarding language and date
Elxis supports special date formating per language.
It has built in support for Persian (farsi) and Greek dates. Iranians use the Jalali calendar, Greeks pronounce differently month names when in a date string.
For example the Greek name for
January
is
Ιανουάριος
but when it is used in a date string it becomes
Ιανουαρίου
.
Elxis specially handles this case and so formats the date like this
28 Ιανουαρίου 2013
The language specific date interfaces can be found here:
includes/libraries/elxis/date/
interface

Thanks!
I was going to ask what file should I alter to modify the SEO title suggestions generator a bit?

You must be very cautious with this.
Elxis 4.x (as 2009.3) use a latin transliteration table (romanization). The database of this table is here:
includes/libraries/utf8/db/
The function used is
utf8_to_ascii
in
includes/libraries/utf8/utf8.class.php

Basically I need to modify how Elxis generates the SEO title for Cyrillic strings.
Right now it transliterates Cyrillic strings based on Serbian or Slovenian phonetics.
This leads to transliteration of the Cyrillic 'e' to the latin 'ie' and 'г' то 'gh'.
I need only to modify SOME of the rules and not all of them.
I think Elxis transliteration algorithm is really good and won't need to even touch it .
I remember trying to do so with the previous versions of Elxis on my own and failed.
Generally speaking I think that the approach to transliteration of Cyrillic alphabet should be straightforward and not based on phonetics.
On the other hand, SEO results of previous Elxis sites were quite good for me.
For example:
The following link:
http://www.regina-ritual.com/poghriebalnikompliekti/poghriebalienkompliektkatisatienivatiranodno/poghriebalienkompliektkatisatienskrstovie.html
Gets first place in organic Google results for 3 months now. (Searching for:"Погребален комплект")
Do you think, my modification suggestion would make this better, or worse?

Current phonetic transliteration is good but not excellent. You must work in the transliteration tables (db) to make the changes you want.
In Greek I always do modifications on the suggested title.
In Greek for example we have many "i" (pronounced as eee - ι, η, υ, οι, ει) which converts them to "e", but English "e" is not like the Greek "e" (ε).
For instance the "
Καλημέρα
" word (good morning) is converted into "
kalemera
" while the best would be "
kalimera
".
I also suggest
short SEO titles
and separated with
dashes
(dashes are treated as spaces). The string you show me is bad (even if you succeed in google) because it is very long and doesn't separate words.
If you want to make it long at least remove short words like "the", "of", "in", etc, and leave only the SEO good words
An example
Article title: The best football player in the world is Lionel Messi
SEO title: "best-football-player-messi"
Good SEO titles can only be made manually. The suggested string should be taken as the base for your custom one.
Note
Elxis
SEO title
is one of the many Elxis unique features copied by other CMSs. One of them (guess who) calls them "Title alias" (they even copied the utf library we use).

Wow!
Didn't know, that
(removed by datahell)
copied from Elxis.
I now get your point on transliteration.
I'll better stay away from those tables.
Thank you!
