Hello!
I' m new to elxis and I would like your advice as to which graphic program is suitable to create a logo file and other image files like for background, arrows, footer etc.

Photoshop and
Gimp
(the free alternative of photoshop) are the best image editing programs.
If you want small icons for the css you can search internet for ready PNG icons or go to sites that provide such files.
Some sites:
http://www.iconspedia.com
http://www.iconarchive.com
http://www.veryicon.com
etc... (they are many)
Tip for Google images search.
Type the file name you are looking for and next to it type
filetype:png
Example:
pensil filetype:png
This will search only for PNGs.
Note also that pre-made icons come in standard sizes like 16x16, 24x24, 32x32, 48x48, 64x64, 96x96, 128x128 and 256x256
So you can narrow down google results by picking on the left column your desired size.
Always use transparent PNG icons for the css
