Componets in General

I have gotten these errors on a couple of different components.  Perhaps I am using wrong component files?

 Upload component - Upload Failed
ERROR: Could not find an XML setup file in the package
[ Continue ... ]
Upload component - Failed
Installation file not found:
/ "path blocked to protect the inocent" /tmpr/install_45d90a04f249c/
[ Continue ... ]

They are the same when I try either of these with the component install/uninstall utility
elx_akocommenttw14.zip
elxis_docman13RC2.zip

Any Ideas as to what I am doing wrong?  (using 2006.4)
