TinyMCE Error "tinyMCE is not defined"

Hi,
I have a problem with the TinyMCE Bot. First of all the editor is not loaded when I want to edit or add a content item.
Also I can't save changes in the content, categories or sections items: when I click on "save" I get this error report: "tinyMCE is not defined". Only when I switch off the TinyMCE I can edit sections and categories or save the changes in the html code of content items.
Do you know what is wrong there? I am using Elxis on my local server:
PHP Built On: Windows NT CHRISTIAN 5.1 build 2600
Database Version: mysql 5.0.45-community-nt (Version: 5.0.45)
PHP Version: 5.2.5
Web Server: Apache/2.2.6 (Win32) PHP/5.2.5
Web Server to PHP interface: apache2handler
Version Elxis 2008.0 Stable rev1891 [ Olympus ] 10-February-2008 00:39 GMT+2

Did you change the TinyMCE settings from Bots ? If yes , reset them to the previous ...

Thanks for the quick response. No I did not change anything there. It's still the standard configuration.

Use CTRL+F5
If didn't solve check your files via UPDIAG tool ,
If didn't solve again check your local server , try using XAMPP

I checked the UPDIAG: No problems except for the footer.php and the poll.php which where both changed by me.
CTRL + F5: Didn't change anything
XAMPP: I am working via GPRS now and can't donload big files. So I will try this later
I also have some other errors when I edit the content item:
1. invalid property id (in prototype.js)
