What exactly are the publish/unpublish links for that are found on the subscribers page?

you mean at  newsletter administration page...

this will control if you want a send email(newsletter) to appear in a list  bellow the subscribe / unsubscribe  form fields....  at yourdomain/newsletter page

edit : but i think this feature was for an older comp named letterman... if am not wrong!

No, not on the administration page.  The administration page has no links, except to the sub-pieces of the IOS Newsletter.  Newsletter:Subscribers has a Publish and Unpublish link in the upper right corner (beside New, Edit and Delete - which make sense what they do)

On the Newsletter:Newsletters page, the text describing the green checkmark is replaced with "Send Newsletter" which also makes sense.
