Installation problem

I instaled Elxis on locale  mashine, and it works..
Now I am trying to instal on server.
It is good to step 6.(71%)
After that I see message:

What can be solution?

that seems to be permissions relative...  or file is not there...

File is there.
I saw the video on youtube, and all I made is Ok.
I realy dont know what could be problem

check if you have for any reason wrong paths in step 5.....

the installer looking for a none existant file or searching it through wrong paths(?)
