How to allow users to submit news?

How can admin allow all the user to submit news not only web links.

when i allowed in user menu "submit content",still it's giving the following error

"You are not allowed to submit content!"

i gave the permissions to registered users.

There are four (4) front-end access levels:

registered     - A registered user has no ability to create edit or publish content

author          - Authors, can create content, signify certain aspects of how the content is to be displayed and specify the date for when the material should be published

editor           - An editor has all the abilities of an author plus the ability to edit content of
their own articles as well as that of any other author

publisher      - Publishers can perform all the duties of authors and editors plus have the
ability to actually publish an article

As to your question here, I have given you the answer.  You have to change the user access level to one that is acceptable by you.

In other words, do you want your users to have the privilege to submit articles without anyone else checking them?

You or someone else has to decide what is acceptable otherwise if you give a user a PUBLISHER access level, then they can put whatever they want on the website and publish it.
