Javascript σε νέο module

Θέλω να μάθω ποια είναι η σωστή σύνταξη για τη προσθήκη ενός κώδικα javascript σε ένα νέο module...

Θέλω να προσθέσω π.χ.

Για XHTML συμβατότητα σύμφωνα με τα πρότυπα που ακολουθεί το elxis:

Επίσης, αν δεν κάνω λάθος, το "marquee" δεν υποστηρίζεται από όλους τους browser. Ψάξε στο internet για κάποιο javascript που κάνει scroll και είναι συμβατό με όλους τους browser. Υπάρχουν πολλά και θα έχεις και καλύτερο αποτέλεσμα.
