Try to notice the differencies between the hosting servers of those three sites. It is obviously a hosting problem, if everything else is the same.

yeaa, but i use just one server for all sites
I have reseller account and i host my sites in this account.

If all sites are on one server, but only one is having issues, then I would conclude that must be read/write permissions or very wiered DB problem.
One more thing: I didn't ask, but I guess all sites use the same (default) admin template?

I did easer thing - just deleted all hosting account than created new one and made new installation
you wouldn't believe but this way for me is much more easer
Just changed file permission's
