Elxis 2009.3 & PHP 7.x upgrade service

I know that it's been a long time since Elxis 2009.3 marked as an outdated version
and we have suggested it as not confirmed software however i would like to share
a custom service per installation and an option for user avoid leaving from Elxis CMS
due to PHP 5.6 and 7.x incompatibility issues.

For those who are interested i could take over the upgrade process of Elxis 2009.3
website be compatible with PHP 7.x.

PS: I have also debugged and upgraded SMF 2.0.17 be fully compatible with PHP 7.4.
