error 404 for everything on the admin panel

Hello
anything I select from the admin panel  (icons or dropdowns) brings me to http error 404.  I see that the estia folder its looking into has nothing but index.php and inner.php.  I downloaded elxis again and that folder is still missing the folders for everything. Did I miss a step here? thanks

Never mind on the above, I made a new site in iis and a new database and went through setup again and now its working.
