If you are talking about the general look and feel of the website it is template. In case that you are talking about the latest listings or the suggested extensions or even the vertical menu on your left hand then all of these extensions are modules.

template Delta
for the layout which is free/open source and you can get it from
Elxis 4.0 release
.
As for the site's content it uses component
EDC
, along with some related modules, which is a private software built by Elxis Team especially for elxis.net.
