Can't create folder

When i try to install module, component or mambot - elxis say, that it can't create folder.
Host OS - Windows.

First check if folder /modules is writable.
Which module are you trying to install? If it is a non-elxis module check if the contents of the module are inside a folder. Unzip it locally and re-zip it without a root folder. Take this new zip package and try to install it.
