Responsive Elxis 2009 template

Hi all,
I have already a non so elegant implementation with jquery mobile and a redirection script, in order visitors with mobile devices to view the company's web-site, in their small screens.
But since the final result of the content item is not that great - due to the html formatting of the data that are being fetched from the Elxis database - i would like someone to give me a guidance on how i could transform an existing Elxis template - IOSClean - to a responsive one. The site has also an IOS eSHOP along with the basic Elxis CMS.
Which css file(s) must i try to experiment with? Is there any specific styling technique that i should try to implement?
Thanks in advance for all the knowledge.

I am writing a templates development guide for Elxis 4.x. It will take me some time to finish it.

I do understand that Elxis 4 is great (I've a local installation to experiment with), but consider a company's web site with 300 articles and an IOS eShop. Moving to Elxis 4 is out of the question for the time being, since as far as i understand they are totally different a.
Since responsive is the new trend - and I think is really useful, since a lot of people use their mobile devices to access the web.
The statistics from our domain show that at the mobile site it has been redirected around the 10% of the unique visitors (660 at the mobile, while 6484 at the normal elxis site).
And probably there are more that surf with mobile devices since the script I'm using for redirection, searches for mobile device's user agents. No media queries have been used in order to capture the screen width of the device.
I tried to experiment with a lot of the frameworks available today, but the luck of real knowledge - and the complexity of IOS clean template discouraged me, so jQuery mobile redirection looks great (at least for the moment).
But I believe that there are a lot Elxis 2009 web-sites out there that could benefit from the functionality of responsive design.
Happy New Year to all.
