Transition Between Russian and English Homepage Error

We are having difficulty with the following website (www [dot] onoc [dot] com). We have the three languages currently in use on the site (english, french, and russian). The problem is that when you choose the French or Russian link, the browser stores in the language choice, but still tries to load the English home page. To recreate this error:
1. Open the site.
2. Choose the Russian Flag (Far Right) (We've hard coded this to open the Russian page.)
3. Close the Browser
4. Re-open the site.
5. See permission error.
You will notice we broke apart the language selection menu into three links, but the error existed even before when when we used the default language selection meu in elxis. We are fairly confident this is not the problem.
Any help on the issue would be great.

Some general information: Between the available published languages (english, french, russian) there is only one that is the default language and that's english for your site. When someone visits your site for the first time or has deleted his cookies he will see the site in english till he select another language.
Now, when we type an Elxis (or mambo, joomla) url in the brower without Itemid or other information Elxis
will try to open the first available menu item, it think that this is the frontpage!
So, I think you have made a mistake in menu items declaration. I think you have the link to the russian frontpage too low in the menu items list. Move it up just bellow the english one. The reccomended setup for a multilingual site is as follows:
- link to english frontpage
- link to russian frontpage
- link to french frontpage
- link to component A in english
- link to component A in russian
- link to component A in french
.... etc....
In your occassion Elxis tries to load a page that is for english language. That's why it says you that the page does not exist. Try changing the menu items and language settings and your problem will be solved. Look elxis.org as an example.
