Title: Elxis registration message is too brash

Hi,

The message "Your Elxis installation is unregistered! Please register-......" should be more decent.
I think that these red background and the permanent apperance as well is too brash as this is open source.

Also important is that the user gets a clear message about the content of his registration and what the effort of this is.

Hi kdw,

We had a lot of comments about this message. Most of them agree that it is too intense.
So we decided that it won't appear in version 2006.4.
