in Elxis 5, Vietnamese is not existent as language choice. I am sure, it might come later, but I would need it now.
Is it possible to just create an empty language or any way?

Elxis supports all languages, Vietnamese included, but it is not translated into Vientamese. Elxis displays you as options only the languages for which there is translation. You must translate it into Vietnamese in order to be able to switch to that language.

Which language set I can use as a template? ... to copy from?

Then just copy UK nd rename as vi for vietnamese and obviously - translate the "
= 'Загальні';
" part?
Anything else to watch like flags or whatever?

you have to copy 'en' not 'uk'. 'uk' means Ukraine! There is no any language with
name United Kingdom. ;)

;D yep, I known that, that uk - ukrainian. Here in Vietnam we also have the same internet as you.
just in EN to EN, translations are less 'visible'.
The point/question is: any other points to take care or pay attention, whan doing the translation? e.g. activating the language, declarations? isoxxx? and if yes, in which file(s)

Nothing special, Elxis will load it automatically as long as the files exist (read below).
Quick instructions:
1. Go to folder "language" and create a folder named "vi",
2. Copy the contents of folder language/en/ into language/vi/
3. Rename English language files in folder "vi" from "en" to "vi" (example: en.php -> vi.php, en.install.php -> vi.install.php, etc...).
4. Open "vi" language files with a text editor such as pspad, notepad++, sublime, etc, and translate them. Save the files as UTF-8 without BOM characters.
When ready send the files to us to include them into Elxis if you wish.
Note: In step 3 above Elxis will load the Vietnamese language but of course the translations will be in English.

I gonna do that.
I just might not get ALL of the lines done or 100% right, as I am not a Vietnamese ..., but what is done and likely to be understandable, I am happy to submit ;)
As for the languages ..... the best, I have seen is https://translate.blesta.com/
Maybe Elxis could do even similar? I am just not sure, how difficult or worthwhile such system is
