Title: Documentation for Elxis 4.x

The documentation site for Elxis 4.x series is now available online at elxis.net/docs/ (https://www.elxis.net/docs/)
The documentation is split into 2 sections, for users (https://www.elxis.net/docs/using-elxis/) and for developers (https://www.elxis.net/docs/developers/).
The following days we will enrich more the site by publishing more guides and how-to tutorials.
