Hm , welcome to the club i had the same problem.
The solution is : http://wiki.elxis.org/wiki/Ionic_Isapi_Rewrite_and_SEO_PRO_on_Windows_IIS

On the server side they must offer tool like : Helicon Tech Isapi Rewrite Filter (http://www.isapirewrite.com/)

Isapi Rewrite is a tool that have been installed on the server side control panel.
Which your control panel that you have ... ? Helm   or DotNetPanel ???

Yes, but need some rewrite engine installed (mod_rewrite for Apache, or Ionic Isapi for IIS).

If i were you i would disable the service IIS and  i would have installed Apache server.
The best solution for me is : XAMPP (http://www.apachefriends.org/en/xampp.html)
