Also code.elxis.org returns me "Page Load Error".
I think that happens because my ISP provider hasn't updated yet.

code.elxis.org web site was closed.
dev.elxis.org replaced by an other web site in an other URL.

I searched the elxis.org with code.elxis.org and i found that urls.
https://www.elxis.org/support.html   it reports Elxis Code
and
https://www.elxis.org/news/elxis-news/elxis-code.html
