what can transfer backup database  from administrator to mysql?

my database in cpanel removed and i want restore the database with backup from administrator elxis

Re-create the database, if it does not exist any more. Then go to phpmyadmin and import the SQL file you have from Elxis backup.

If you can not find your database from cPanel then you can't restore it. For some reason you have deleted it!
Communicate with your web hosting provider as there is a case to have a database backup for you.

Finally if you have a backup then follow the instructions as datahell wrote 4 minutes ago!
