Title: time data not translate- elxis2009.3

i have a little problem in local with elxis 2009.3

on live server the data is translate in the choosen language. (example: 12 December 2012 ---> 12 Dicembre 2012 and so on)
on local the translation of data it seems not works. any language i choose , the data is aklways translate in english.
naturally all translations works rights

i need to solve this problem for layouts problemS (the template is too much complex)
solution???

WAMP server - Apache 2.2.22 php 5.3.13

Blame microsoft.
Windows don't support unicode locales so dates are always in English.
In Elxis 4.x we solved this problem by creating a special date library that bypasses OS restrictions and even more provides better date formatting than standard PHP.

Similar issues exist on 32bit systems with dates over January 19, 2038 because UNIX timestamp reaches its maximum value and then resets back to 0 (Y2038 problem in wikipedia (http://en.wikipedia.org/wiki/Year_2038_problem)).
64bit systems don't have this problem.

it was my trouble, but is a confirm too. I thought with Wamp this problem not perxist, but all depend by that **** of win
