Will it ever be possible for front end content submission?  Why was this taken away?  I would like for people to come to my site and submit content for approval.

Yes, I was also wondering about this. It was my very first question when Elxis team released the comparison table for Elxis 4.0 vs Elxis 2009.3

Hopefully and maybe they will make module for it?

There is 1 simple reason:
If we added all the features Elxis should have Elxis 4.0 would be released in 2015! So, we left some features for now and we might add them later. Also content submission from frontend is something very few people use (less than 5% of the sites) and also can be done with a third party extension.
