My site is giviing a 403 error report. just a while ago I changed permissions from the admin backend. i am the super administrator, but while I refreshes, the site reported: you dont have permission to access this server. I cant even access the back end.
Can I change the permission once again using my control panel?
Please HELP !!!

Did you make changes to the configuration.php file?
I am new user of Elxis myself. Try looking at that file using an FTP program for settings.
check this out: http://wiki.elxis.org/wiki/Global_Configuration

Relax, it is nothing serious.
Chmod files to 644 and folders to 755 in the areas where you get this message.
If you can do it send me a PM with username/passowrd for your FTP to fix this for you.

Problem solved.
public_html folder changed the permissions from 750 to 755! ;)

waleski gave to me access and i solved this issue yesterday.
Unfortunately i can't understand your issue.
public_html is a root folder where inside of it there is all elxis files.!
It is not a file on elxis.

Yes thanks a whole lot. the issue was resolved yesterday
If you check my site, www.extranews247.com (http://www.extranews247.com), you'll notice that I tried to create a top menu just above the image rotator, but what I wanted was an horizontal top menu, just like what we have here in Elxis CMS official forum. Please what other things should I do? ???
