I'm running elxis 2009 and when i manually install a component the owner in server is me.
When i use the EDC the owner is apache and i can't CHMOD the files and folders..........so i don't have the right permissions..........They are all 777 and i can't change them.......... ???
Is something that i can fix via control panel or i must ask my hosting to fix it ?

Perhaps the server is configured to work with suphp.

Based on what you said, I'd say your PHP is installed as apache module, wich means PHP is executed as apache. Can you change permissions trough FTP?
-
I can't change permissions from ftp or cpanel..............
One good is that everything except ios newsletters was installed manually........because i recently find out about EDC :o

In that case, you should try chmod tool in elxis administration, and if that is not working either, consider changing hosting provider.

plesk sacks ... i have never managed to control permissions through it .. and ftp wont do match ... plesk have control almost on everything !
