i run an english site but live in frane so would like to offer both languages is it available :)

French is available of course, but you didn't say backend or frontend, so choose here

yes its there and its there as a drop down language but when its used everything is still in english am i dumb but cant find the nessery options in admin to arrange english/french titles etc :)

Oh, that... you'll notice that every content item has the list of languages it is published for. So if you have text1 in english, you publish it just for english. And the same text, but named text2 is published for french only. So if usr select french from the drop-down list, he will see ONLY text2. Well... I don't know if that's clear enough... :(
