Title: Latvian language

The main thing is that previous translator translated lang files really stupidously with added from himself crap. So I`m re-translating it and if you need my translation (I`m not telling that mine is the only one correct, but I`m not doing it just to myself) say so, and I`ll attach it to my messages.

Don't bother to translate Elxis 2006.4, translate 2008.0 language files!
