Is there a joomla to Elxis Converter and if not are there instructions to do so

There isn't any Joomla -> Elxis converter.

This job require plenty php & MySql knowledge, if you aren't familiar with this I suggest you to contact GoUp inc

it can be do ... not only from joomla , also from mambo , but you should attention that may be your third party components and addons cannot work with ELXIS , so you can use same components , addons that they are compatible with ELXIS ...
