Hello,
I am looking to use ELXIS for a bilingual non-profit site. I have downloaded and installed locally to test along with the DocMan component.
I was wondering if there is a way to have a documents section that is viewable to unregistered users and another section that is restricted to registered users only.

The best solution in your case, is EDir that gives what you want and even much more!

I had looked at the EDir. Unfortunately, the non-profit simply does not have funds available for this, which is why I was hoping there would be some way to do this via DocMan.

According to our culture, non-profit doesn't mean "no money".
That is why I suggested EDir for you.
If in your culture non-profit means no-money, then we have a conflict.
We would like to help you but our system will not recognize it.
Imagine that we were the victims of a burglary and the Greek IRS is penaltizing us with few thousands of Euros, based in the assuption that because others are calling burglary as a reason for hidding valuable data, we too apply to the same rule. Madness!!!

In the US a "non-profit" is generally used to name any organization who's goal is NOT to make money (or not-for-profit).
Some have lots of money to spend depending on grants and donations, some have next to nothing. This particular group is short on funds because they already paid for a website that someone completed but is completely unusable, and I do mean unusable!
I have spent some more time testing ELXIS and DocMan and I think I can make it work for what we need using categories and group privileges.
Thank-You for your help, if funds ever become available we will certainly consider EDir.
I would also like to add that ELXIS is a truly elegant web application. Its localization capabilities alone make it far and away the best solution for us.

In short: YES! It is possible.
But my answer to you is to reconsider buying EDir. If you speak of non-profit, you should consider spending a few bucks on extremely useful component, because if you believe in something, you invest in it. + You get customer support wich is much better than waiting for someone to answer your post at the forum. I am supporting Elxis, I even run my own Elxis support site (I do pay for hosting, marketing...), but nevertheless, I DO try to make money eventually, as I do have a wife and a kid who go berserk when someone mentions Elxis. I see nothing wrong in buying things you can't make yourself (eg. shoes, PC, car...).

Unfortunately, it is simply not my money to spend, I am only a freelance designer trying to help them recover from the disaster their previous in-house designer made of the website.
I do plan to propose the option to them, as the EDir does offer some functionality they have already mentioned they hope to add later on, but I suspect they will not wish to spend the money for it right now.
Can anyone tell me, is it possible to add EDir to a site after the fact or does EDir need to be initially installed when the site is created?

Based on what I know, you CAN add EDir later, as any other component. But, since it's not the product I have made, nor do I sell it, eliasan is more competent on that matter.

"Document center"?
Do you mean documentation? If yes, you can download the 140 pages User & Administration Guide (http://www.goup.gr/docs-folder/full-book-edir11.zip).
If no, you can still read it and decide if it fits your needs.

No I'm sorry, what I meant is there a document library? (ie a list of files a visitor can download such as PDFs etc.)

Again in this case, the answer is Yes.
Please go to http://www.asmart.gr/index.php?option=com_edir&task=listing&catid=24&lid=8&Itemid=44.
It is in the Books category.
You will see that you are able to associate one or more files with listings and made them available for download. Each listing can have an arbitary number of files for download.
Based on the following example:
- You can even sell products associated with the listing
- Make part of the listing (including downloads) available only to members or subscribers
- Allow members to create and upload their own files (OK, that is not shown in demo but is described in documentation)
- Associate listings with other listings
- etc..
