FTP is a great thing! It will leave all your worries behind about file permissions in examle. I would ecommend you to use this feature. You can keep configurattion.php at 644 and still be able to change it, if you are the owner! :D

You must set the FTP settings in global configuration right. Most people write wrong the ftp path. See the help icon next to that option. Of course your php must also support ftp (you can check this in System -> view system information). And finally please-please-please do not use safe_mode in PHP!

Tip: How to check if FTP is working 

Upload using an ftp client a file in your site.
Change mode to it to 644 from your ftp client program inorder not be writable by php.
Go to Elxis administration -> tools -> chmod.
Try to change mode to it to 666. If it change successfully, ftp is working.

it doesn't serve to anything, even if the server is windows and the permissions they are all scrivibiles, but in reality not it

I can not understand all the things you say. Write here your site absolute path (mosConfig_absolute_path) and I will tell you the ftp path.
