Title: new dutch community

Hello,

As from now there is a dutch elxis community support elxis with what they do project for the opensource. As soon as the Dutch language perfectly is these will be offered at elxis

To eliasan: I think we must add Haic's site to the Elxis community list in Elxis directory!
