Hi guys!
Is there possibility to set Polish language in Elxis 4.2 Icarus?
If not - do I have to translate everything by myself?
And is that possible to write article in 2 or 3 languages so they can be further switched when changing languages?

Elxis 4.x is not yet translated into Polish.
Currently available languages are: Arabic, Bulgarian, German, Greek, English, Spanish, Farsi, French, Croatian, Italian, Portuguese, Serbian, Serbian latin, Russian, Turkish and Ukrainian.
To make available Elxis into Polish copy the English language folder, rename it to Polish and translate it. When ready zip the language files and send them to Elxis Team or attach the zip package into this post.

Language flags and other language info already exist in Elxis for all languages in the world. Elxis has built-in support for 148 languages.
The language flags are located here: includes/libraries/elxis/language/flags/
Elxis languages database: includes/libraries/elxis/language/langdb.php
Just do the Polish translation, upload your language files into language/pl/ and Elxis will automatically detect the new language.

Great. Standard Windows notepad will be enough to do this?

Use a better text editor. There are many free ones, you can use pspad (http://www.pspad.com/), notepad++ (http://notepad-plus-plus.org/), sublime (http://www.sublimetext.com/), etc... I advise you ps pad, it is simple and ultra fast.
Important: You must save the translated language files as UTF-8 without BOM characters.

One more question:
Where can I translate the "Contact" form? And generally plugins.
I cannot find it. Just have translated First and Last Name, but I think these two were in some other file...

Folder "language" contains the language files for the most of the built-in extensions. Some others are inside the extensions folders themselves (this is also valid for all third party extensions).
Plugins are component's Content specific extensions and so are located here:
components/com_content/plugins/
Especially for plugin Contact the language files are here:
components/com_content/plugins/contact/language/
