I upgraded elxis to version 2009,but I could not open content in submitted content,why?

If you updated Elxis make sure you have also updated the database.
Also go to tools -> Updiag abd perform a file system integrity check (download hash and run it) to be sure that your elxis filesystem is up-to-date.
