And YES definetly it is possible to do site locally and then transfer to remote server. We all do that every day.
Just ask if you are stuck somewhere.

Exactly!
Just remember that Elxis uses utf-8 encoding, so when you create DB on you server, remember to set charset to utf-8 and utf8_general_ci collation
