Its sure is!

Elxis CMS feels comfortable both on Linux and Windows environents.

For Linux environments use Apache Web Server.

For Windows environments you may use Apache or IIS web servers.

I did not understood your question.
I repeat:
1. Elxis works perfect on IIS (Windows server).
2. Elxis SEO PRO works on IIS with the Ionic Isapi Rewrite filter

This can be done. I have written an article on Elxis Wiki regarding that : http://wiki.elxis.org/wiki/Ionic_Isapi_Rewrite_and_SEO_PRO_on_Windows_IIS
Just verify that Ionic Isapi rewrite module have already been installed on your windows server.
