i got a problem
i need to inject my database with an admin username and password because i have a project that i complitly finished and the client is not responding for the rest of my money
and he changed the ftp access and the Elxis administrator password
so i got the data base name and the database password and i need to inject it with an administrator account
can you help me please in that ?

You can change the administrator password with this :
202cb962ac59075b964b07152d234b70
This password is: 123
Then login and change the password with what ever you want

great but i can't access cpanel so i can't access phpmyadmin
i need to inject it throw a web browser

i dont thing that is a solution in your problem, only if for some how you can login in phpmyadmin via url { i dont know if cpanel have something like that, ispcp have extra different login in phpmyadmin} and use the database username and database password, if you cant, i dont thing that here you can have an answer how to hacking a site.

by the way, why there is a secret key that is recorded in the configuration file?

Read more carefully the subject, wbread. There isn't any mention about secret key here. Secret key is used as a hash key for encryption on the configuration file. The below hash key (as Farhad mentioned) is addressed to '123' password for creating a user's password or changing the password for an existing account.
