[Administrator area] -> [top menu] Sites -> Languages Manager -> Site Languages.
Just publish the languages Russian and Arabic.

does the translation translate content automaticaly? or do you have to re-write the other language yourself for every document item you create?

Don't prefer to translate your content using Google translator or bluefish etc. [Automatic methods]
All you have to do :
1. Add the languages
[Administrator area] -> [top menu] Sites -> Languages Manager -> Site Languages.
Just publish the languages Russian and Arabic.

2. Translate your content from scratch publishing them to each language.

we know this is the best..
assume that you dont russian but.. u want visitors from russia.. (from google search engine) ( because u gave meta titles and meta keywords)
I ask you is it good or bad to have direct russian embedd in your site ( even its awful translate) ?

Just imagine that you are Russian and visit a website which has been translated by [automatic methods]. Are you gonna take that seriously ?

for your visitors and your sales  in most cases bad

tthe point is to be found...
If u are trusting your website regarding what u are marketing its ok..
Its always better to be found in any case.. What the visitor thinks u can check with analytic..

I think the best way is to translate by hand, or at least by good software (of course not online), then publish as webgift suggested. Separately for content, description, keywords. There is no way (in my point of view) to make profit [ranking] without hard work.

On the other hand, I myself have visited in the past some webpages, which where automatically translated to my language and I have stayed to these pages, even though translation was bad: just because of the true rich content and/or the proven value of the owner.
